NOTICE IS HEREBY GIVEN that pursuant to the resolution duly adopted by the Board of Fire Commissioners of the Riverhead Fire District, in the Towns of Riverhead, Southampton and Brookhaven, Suffolk County, New York, a Special Election of the qualified voters of said Fire District, will be held at the Fire Headquarters at 540 Roanoke Avenue, Riverhead, New York, on May 13, 2025, at 3:00 P.M. (Prevailing Time) and the polls shall remain open until 9:00 P.M. (Prevailing Time) or as much longer as may be necessary to enable the voters then present to cast their votes upon the following Propositions:

PROPOSITION #1

Shall the bond resolution of the Riverhead Fire District, in the Towns of Riverhead, Southampton and Brookhaven, Suffolk County, New York, entitled:  “BOND RESOLUTION OF THE RIVERHEAD FIRE DISTRICT, IN THE TOWNS OF RIVERHEAD, SOUTHAMPTON AND BROOKHAVEN, SUFFOLK COUNTY, NEW YORK, ADOPTED MARCH 18, 2025, AUTHORIZING THE ISSUANCE OF BONDS IN A PRINCIPAL AMOUNT NOT TO EXCEED $3,000,000 TO FINANCE THE ACQUISITION OF AN AERIAL TRUCK; STATING THE ESTIMATED MAXIMUM COST THEREOF IS $3,000,000; APPROPRIATING SAID AMOUNT FOR SUCH PURPOSE; AND PROVIDING FOR THE LEVY AND COLLECTION OF TAXES TO PAY THE PRINCIPAL OF SAID BONDS AND THE INTEREST THEREON AS THE SAME BECOME DUE AND PAYABLE,” be approved?

PROPOSITION #2

BE IT RESOLVED, pursuant to the provisions of the General Municipal Law and the Town Law of the State of New York, that a sum not to exceed $1,600,000.00 be expended from the Equipment & Apparatus Reserve Fund of the Riverhead Fire District for the purchase of one Ferrara HD-77 Rear Mount Quint, and necessary equipment, and be it

PLEASE TAKE NOTICE that the following resolution was duly adopted by the Board of Fire Commissioners of the Riverhead Fire District, Towns of Riverhead, Brookhaven and Southampton, County of Suffolk, New York, at a meeting held on May 1, 2024.

WHEREAS in the judgment of the Board of Fire Commissioners the 1991 International Rescue Truck (6-2-8) is determined to be obsolete, and

WHEREAS it is in the interest of the residents and taxpayers of the District for such vehicle to be sold for the best price obtainable and the most beneficial terms to such residents and taxpayers; and

WHEREAS, it is the consensus of the Board of Fire Commissioners that such vehicle is valued at more than $20,000.00, but less than $100,000.00, and as such its sale is subject to permissive referendum in accordance with New York Town Law Section 176 (23).

NOW THEREFORE IT IS RESOLVED THAT the District’s 1991 International Rescue Truck (6-2-8) is hereby declared to be surplus equipment of the District and is determined to be obsolete, and therefore no longer necessary for the purposes of the Fire District and Department, and

IT IS FURTHER RESOLVED, that such vehicle shall be sold upon the best price obtainable and most beneficial terms in the public interest as determined by the Board of Fire Commissioners, and 

IT IS FURTHER RESOLVED that any monies or sums to be realized from the sale of the District’s 1991 International Rescue Truck (6-2-8) shall be paid into the District’s General Fund. This resolution for the sale of such vehicle is adopted subject to permissive referendum pursuant to General Municipal Law Article 2, Section 6-g.

Complete sets of Bidding Documents, Drawings and Specifications, may be obtained from REVplans, 28 Church Street, Unit 7, Warwick, NY 10990 Tel: 1-877-272-0216, upon depositing the sum of $100 (One Hundred Dollars) for each combined set of documents. Checks or money orders shall be made payable to the RIVERHEAD FIRE DISTRICT. Plan deposit is refundable in accordance with the terms in the Instructions to Bidders to all submitting bids. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs.

 

Please note REVplans (melville.h2mplanroom.com) is the designated location and means for distributing and obtaining all bid package information. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record.  The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources.  Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued.

 

All bid addenda will be transmitted to registered plan holders via email and will be available at melville.h2mplanroom.com.  Plan holders who have paid for hard copies of the bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with the printer for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda.

 

Bids must be made in the standard proposal form in the manner designated therein and as required by the Specifications that must be enclosed in sealed envelopes bearing the name of the job and name and address of the bidder on the outside, addressed to: RIVERHEAD FIRE DISTRICT, clearly marked on the outside: Bid For: Site Improvements at Northville Turnpike Training Facility

 

Each proposal submitted must be accompanied by a certified check or bid bond, made payable to the RIVERHEAD FIRE DISTRICT, in an amount equal to five percent (5%) of the total amount of the bid, as a commitment by the bidder that, if its bid is accepted, it will enter into a contract to perform the work and will execute such further security as may be required for the faithful performance of the contract.  Certification of bonding company is required for this bid, see Instructions for Bidders section.  Each bidder shall agree to hold his/her bid price for forty five (45) days after the formal bid opening.

 

A pre-bid meeting and walk thru is scheduled for 9:00 a.m. Thursday, 25 January 2024.  Potential bidders are asked to gather at the project site, at which time they will be escorted to the areas of work.  This meeting is not mandatory; however, it is highly recommended that all potential bidders attend.

 

It is the Board of Fire Commissioners intention to award the contracts to the lowest qualified bidder who can meet the experience, technical and budget requirements.  The Board of Fire Commissioners reserves the right to reject any or all bids, waive any informality and to accept such bid which, in the opinion of the Board of Fire Commissioners, is in the best interests of the District.

 

Bids include all costs associated with the project. By submitting a bid, the bidder represents that they are familiar with the site and project conditions. Additionally, prior to submitting its bid, Contractor shall make Architect and Owner aware of any problems and/or inconsistencies in the bid documents.

            NOTICE IS HEREBY GIVEN that the Annual Election of the Riverhead Fire District will take place on December 12, 2023, between the hours of 3:00 P.M. and 9:00 P.M. at Fire Headquarters located at 540 Roanoke Avenue, Riverhead, NY  11901, for the purpose of electing one (1) Fire Commissioner for a five (5) year term, commencing January 1, 2024, and ending December 31, 2028 and one (1) Fire Commissioner for a three (3) year term, commencing January 1, 2024 and ending December 31, 2026, and for the voting upon a proposition to amend the Length of Service Awards Program current in effect as stated below:

A DESCRIPTION OF EACH AMENDMENT IS PROVIDED IN THE RESOLUTION WITH A SUMMARY OF EACH AS FOLLOWS: (1) CHANGE THE NORMAL FORM OF PAYMENT FROM A LIFETIME MONTHLY PAYMENT ONLY TO A LIFETIME MONTHLY PAYMENT WITH THE FIRST 120 PAYMENTS GUARANTEED; (2) EXTEND THE MAXIMUM YEARS OF SERVICE CREDIT FROM 20 TO 50; (3) FOR ACTIVE MEMBERS ONLY AS OF JANUARY 1, 2025, GRANT SERVICE CREDIT FOR CALENDAR YEARS IN WHICH 50 POINTS WERE EARNED AFTER HAVING ALREADY EARNED THE MAXIMUM YEARS OF SERVICE CREDIT OF 20, WITH A SPECIAL PROVISION FOR RETURNING MEMBERS AFTER JANUARY 1, 2025; (4) INCREASE THE MONTHLY SERVICE AWARD FROM $20 TO $30 EFFECTIVE WITH SERVICE CREDIT EARNED IN CALENDAR YEAR 2025 AND THEREAFTER. SERVICE CREDIT EARNED PRIOR TO JANUARY 1, 2025 WILL REMAIN AT THE $20 LEVEL; (5) LOWER THE ENTITLEMENT AGE FROM 65 TO 62 EFFECTIVE JANUARY 1, 2025 FOR ALL PARTICIPANTS WHO ARE ACTIVE VOLUNTEER FIREFIGHTERS OF THE RIVERHEAD FIRE DEPARTMENT ON JANUARY 1, 2025, WITH AN ADDITIONAL PROVISION FOR RETURNING MEMBERS AFTER JANUARY 1, 2025. THE BOARD SHALL ADOPT A PLAN DOCUMENT WHICH WILL OUTLINE ADDITIONAL PROCEDURES AND ADMINISTRATIVE POLICIES TO CARRY OUT THE INTENTION OF THESE AMENDMENTS.

 

THE CURRENT CONTRIBUTION TO THE LOSAP TRUST FUND IS ABOUT $375,000, WHICH IS $2,400 PER ELIGIBLE FIREFIGHTER THAT EARNS SERVICE CREDIT, PLUS ANNUAL ADMINISTRATIVE COSTS OF APPROXIMATELY $8,800. THE ANNUAL CONTRIBUTION TO THE LOSAP TRUST FUND FOR THE AMENDED PROGRAM IS ESTIMATED TO INCREASE BY $420,000 AS A RESULT OF THIS AMENDMENT AND IS, THEREFORE, ESTIMATED TO BE $795,000, OR $4,400 PER ELIGIBLE FIREFIGHTER THAT EARNS SERVICE CREDIT. THE ANNUAL ADMINISTRATIVE COST IS EXPECTED TO INCREASE TO $9,300 AS A RESULT OF THIS AMENDMENT.

EL CRÉDITO DE SERVICIO OBTENIDO ANTES DEL 1 DE ENERO DE 2025 PERMANECERÁ EN EL NIVEL DE $20; (5) REDUCIR LA EDAD DE DERECHO DE 65 A 62 EFECTIVO EL 1 DE ENERO DE 2025 PARA TODOS LOS PARTICIPANTES QUE SON BOMBEROS VOLUNTARIOS ACTIVOS DEL DEPARTAMENTO DE BOMBEROS DE RIVERHEAD EL 1 DE ENERO DE 2025, CON UNA DISPOSICIÓN ADICIONAL PARA LOS MIEMBROS QUE REGRESAN DESPUÉS DEL 1 DE ENERO DE 2025. RIVERHEAD FIRE DISTRICT

PROPOSITION TO AMEND THE LENGTH OF SERVICE AWARDS PROGRAM

 

WHEREAS, the Riverhead Fire District administers a Length of Service Awards Program, which was established in 1997, as authorized by Article 11-A of the New York State General Municipal Law, for active volunteer members of the Riverhead Fire Department, and

WHEREAS, the program is a defined benefit plan, as described in Section 219 of Article 11-A, wherein all active volunteer firefighters who are at least 18 years of age and who are ‘active members’ of any fire company, in accordance with such company by-laws, within the Riverhead Fire Department shall be eligible to become Service Award Program participants, and

WHEREAS, the Board of Fire Commissioners passed a resolution on August 30, 2023 to amend the Length of Service Awards Program, which is subject to a mandatory referendum, which will be held on December 12, 2023 from 3 pm – 9 pm at Fire Headquarters, 540 Roanoke Avenue Riverhead, NY 11901, and

WHEREAS, all residents residing in the Riverhead Fire District in the Towns of Riverhead, Brookhaven and Southampton who were duly registered to vote with the Suffolk County Board of Elections on or before November 20, 2023 shall be eligible to vote at this election, and

WHEREAS, the Board of Fire Commissioners of the Riverhead Fire District wishes to hold a public hearing, wherein a representative from Firefly Admin, the District’s LOSAP Administrator, will be present to review the proposed changes to the Riverhead Fire District Length of Service Awards Program;

NOW, therefore, BE IT RESOLVED that the Board of Fire Commissioners of the Riverhead Fire District will hold a public hearing in order to hear public comment on proposed changes to the Riverhead Fire District Length of Service Awards Program on Tuesday, November 21, 2023 commencing at 6:10 p.m. at the Fire Headquarters Building located at 540 Roanoke Avenue, New York.

NOTICE IS HEREBY GIVEN that the aforesaid matter will be presented to the residents and taxpayers of the Riverhead Fire District and the Board of Fire Commissioners for public comment to the Board of Fire Commissioners so that all persons interested in the subject can be heard at such time and place.

VOLUNTEER FIREFIGHTER REAL PROPERTY TAX EXEMPTION PURSUANT TO REAL PROPERTY TAX LAW §466-A

 

WHEREAS, a new Real Property Tax Law §466-a now permits enrolled volunteer firefighters throughout New York State to be eligible to qualify for a partial real property tax exemption on their residential real property subject to approvals by local counties, towns, cities, villages, fire districts, etc.; and

 

WHEREAS, Real Property Tax Law §466-a requires that local government entities wishing to confer the benefits of said statute on enrolled volunteer firefighters serving within their boundaries hold a public hearing; and

 

WHEREAS, the Board of Fire Commissioners of the Riverhead Fire District wishes to consider conferring the partial real property tax exemption benefits of Real Property Tax Law §466-a upon the enrolled volunteer firefighters of the Riverhead Fire Department;

 

NOW, therefore, BE IT RESOLVED that the Board of Fire Commissioners of the Riverhead Fire District will hold a public hearing in order to hear public comment on whether or not it should confer the partial real property tax exemption benefits of Real Property Tax Law §466-a upon the enrolled volunteer firefighters of the Riverhead Fire Department on Tuesday, October 17, 2023 commencing at 6:10 p.m. at the Fire Headquarters Building located at 540 Roanoke Avenue, New York.
